House GOP Votes to Gut Medicaid, Weaken Medicare & Put Seniors’ healthcare at Risk

The National Committee strongly condemns the American Health Care Act (AHCA) just passed by the House, which needlessly puts the healthcare of millions of older Americans in jeopardy. “Despite the bill’s name, risking the health of our nation’s most vulnerable citizens to give the wealthy an $880 billion tax cut is tremendously uncaring — and does not reflect real American values,” says Max Richtman.

The bill cuts nearly $1 trillion from Medicaid by converting it into a block grant program or imposing per capita caps, which will make it harder for impoverished seniors to access long term skilled nursing care and community or home care.  Overall, the Congressional Budget Office estimates that 14 million people will be kicked off the Medicaid rolls in the next 10 years if this bill becomes law.

Older Americans Month — slashing funds for our seniors is the wrong thing to do

OPINION | If the administration wanted to honor older Americans, would it have presented a “skinny budget” that needlessly hurts seniors?

May is Older Americans Month, but the Trump administration and Congressional Republicans are putting a serious damper on the celebration. Yes, candidate Trump promised not to touch Social Security, Medicare, and Medicaid.

But his administration has been actively undermining those pledges. Budget Director Mick Mulvaney — who once called Social Security a Ponzi scheme — questioned the legitimacy of Social Security Disability Insurance — and wouldn’t promise a Presidential veto of legislation to privatize Medicare (a pet project of House Speaker Paul Ryan).

President Trump champions the GOP’s American Health Care Act, which guts Medicaid, undermines the solvency of Medicare, and allows insurers to charge older Americans up to five times as much as people in their 20s.

Moreover, the $800 billion in Medicare reductions in the ACA that Trump complains about are the law of the land. In fact, Republicans in Congress and the Trump administration in their budget plans have pocketed virtually all those savings — and sought even more reductions in Medicare spending on top of that. Trump proposed $350 billion in net Medicare cuts in his budget — and there were about $540 billion in Medicare cuts assumed in the House GOP budget plan.

“Republicans believe that a Medicare program that was created for seniors and paid for by seniors their entire lives should always be protected and preserved.”

Meanwhile, for years, House Republicans led by Speaker Paul D. Ryan (R-Wis.) have pushed for a significant overhaul of Medicare. Retirees would get from the government what Ryan called “premium support” — a set payment adjusted to inflation; they would have used that money to pick from a range of plans offered by insurance companies through what is termed a Medicare exchange. But the Congressional Budget Office raised significant questions about whether the premium payment would be adequate over time.

The nearly 60 million seniors and disabled on Medicare are also at risk of losing benefits that the ACA mandated, including annual wellness visits and preventative screenings with no out of pocket costs, and will have to pay an average $1,000 per year more for prescription drugs unless those parts of Obamacare are retained.
