In order to qualify for Medicaid, nursing home patients must first spend down their assets to just this side of zero ― which is terrifyingly easy to do ―- and then contribute whatever income they have, like Social Security, to the nursing home for payment. Medicaid thus serves as a safety net for the middle class who have worked hard all their lives and then see their savings wiped out by old age and illness.

OPINION | If the administration wanted to honor older Americans, would it have presented a “skinny budget” that needlessly hurts seniors?

May is Older Americans Month, but the Trump administration and Congressional Republicans are putting a serious damper on the celebration. Yes, candidate Trump promised not to touch Social Security, Medicare, and Medicaid.

But his administration has been actively undermining those pledges. Budget Director Mick Mulvaney — who once called Social Security a Ponzi scheme — questioned the legitimacy of Social Security Disability Insurance — and wouldn’t promise a Presidential veto of legislation to privatize Medicare (a pet project of House Speaker Paul Ryan).

President Trump champions the GOP’s American Health Care Act, which guts Medicaid, undermines the solvency of Medicare, and allows insurers to charge older Americans up to five times as much as people in their 20s.

The American people must not be distracted by the ongoing political show to the point that they miss the real action occurring behind the scenes.

However, some conservatives in Congress insist that relief for programs like the Older Americans Act be paid for by cutting Medicare and Medicaid. This budgetary sleight-of-hand could trade partial relief for some seniors’ programs by cutting other essential health security programs like Medicare and Medicaid, thus further eroding the tenuous economic situation many older Americans face.

The bill contains several other poison pills for older Americans. It replaces Obamacare subsidies with meager tax credits which discriminate against older Americans. A $4,000 annual tax credit doesn’t come to close to covering premiums for seniors ages 60-64, meaning millions of older Americans will lose coverage altogether.
The bill cuts nearly $1 trillion from Medicaid by converting it into a block grant program or imposing per capita caps, which will make it harder for impoverished seniors to access long term skilled nursing care and community or home care. Overall, the Congressional Budget Office estimates that 14 million people will be kicked off the Medicaid rolls in the next 10 years if this bill becomes law.

In general, the older and poorer you are, the higher your premiums would be under the American Health Care Act compared with current law.
