House Speaker Paul Ryan (R-Wis.) on Wednesday said House Republicans will aim to cut spending on Medicare, Medicaid and welfare programs next year as a way to trim the federal deficit.
“We’re going to have to get back next year at entitlement reform, which is how you tackle the debt and the deficit,” Ryan said during an interview on Ross Kaminsky’s talk radio show.
Health-care entitlements such as Medicare and Medicaid “are the big drivers of debt,” Ryan said, “so we spend more time on the health-care entitlements, because that’s really where the problem lies, fiscally speaking.“

With the scribbled ink on last month’s GOP tax legislation barely dry, Sen. Marco Rubio and House Speaker Paul Ryan are promising to target Americans’ earned benefits this year. “We need to generate economic growth which generates revenue, while reducing spending. That will mean instituting structural changes to Social Security and Medicare for the future,” Rubio told an interviewer. Of course, by “structural changes,” he really means cutting benefits to pay for tax breaks for the wealthy and profitable corporations.
These remarks are consistent with what Rubio has advocated since well before his failed 2016 presidential bid. In a 2014 speech to the National Press Club, he proposed raising the Social Security retirement age (which is itself a massive benefit cut) and endorsed Speaker Ryan’s plan to convert Medicare to a voucher program.
Medicare advocates celebrated Ryan’s announcement, noting that he will leave Congress without accomplishing his lifelong goal of reforming Medicare.
“House Speaker Paul Ryan’s retirement from Congress lifts a very dark cloud that has hung over older Americans for nearly two decades,” Max Richtman, president and CEO of the National Committee to Preserve Social Security and Medicare said in a statement.
“During that time, Speaker Ryan has been the Privatizer-in-Chief on Capitol Hill – advocating to turn Medicare into a voucher program and to gamble retirees’ Social Security benefits on the whims of Wall Street.”

The unpopular tax cut legislation passed and signed by President Trump in December lopsidedly benefitted the rich and left the middle class with some small change and with future generations paying the interest to bond holders of trillion more debt the “reform” caused. While both houses of Congress are still in the hands of a compliant GOP, Ryan is going to make hay while his sun shines before the 2018 Congressional elections in November, where the House and possibly even the Senate GOP majority is at risk. In so doing, he is also handing Democrats an issue which will only help them to appeal to usually GOP stalwarts, seniors and about to be seniors.
