Republican senators this week urged President Donald Trump to go around Congress and cut taxes on investors, a move they say is necessary to bolster the economy ― but one that would also disproportionately benefit the wealthy.
In a letter sent to Treasury Secretary Steve Mnuchin on Monday, 22 GOP senators led by Ted Cruz of Texas urged the Trump administration to unilaterally change the tax treatment of capital gains, an idea that conservative anti-tax groups have long pushed for.

Trump's budget director makes a tricky claim to argue proposed Social Security budget cuts don't break campaign promises.

President Donald Trump’s budget chief said repeatedly this week that when people think of Social Security, retirement insurance is the only thing that comes to mind ― not disability insurance.
A “welfare program for the long-term disabled,” Office of Management and Budget Director Mick Mulvaney said on Tuesday, “is not what most people would consider to be Social Security.”
Social Security is best known as retirement insurance, but plenty of people are aware that it’s also disability insurance. Forty-three percent of survey respondents said they knew someone who received disability or survivors’ benefits from Social Security, according to a 2010 poll by AARP. (Asked if they knew someone simply “on Social Security,” more than two-thirds said they did.)

Those cuts will fall on some of his staunchest supporters. On Monday, President Donald Trump unveiled the second budget proposal of his presidency, encompassing proposals affecting defense and non-defense funding for government agencies, tax changes, and funding for social insurance and assistance programs like Social Security, Medicare, Medicaid, and food stamps.
The budget broadly resembles the budget Trump released last year, and both closely follow budget plans put forward by House Speaker Paul Ryan when he was the House Budget Committee chair. Ryan’s previous budget proposals featured trillions in cuts to programs for the poor. While Trump largely leaves the non-disability portions of Social Security unscathed, and boosts funding for border security, veterans, and defense, he cuts just about everything else — including Medicare, which was largely spared in the fiscal year 2018 budget.
