Medicare spent $97 billion on prescription drugs in 2014, accounting for more than a quarter of the nation’s spending on prescription medicines. Those numbers are expected to continue rising in coming years, as spending on the Part D benefit accelerates. Policymakers have put a number of proposals on the table to reduce the growth in Medicare drug spending and costs for beneficiaries, including a controversial proposal that would change the way Medicare pays for Part B drugs administered by doctors.

President Donald Trump is off the mark in taking credit for a drop in drug prices that he calls unprecedented in half a century.
TRUMP: “Our ambitious campaign to reduce the price of prescription drugs has produced the largest decline in drug prices in more than 51 years.” — remarks at North Carolina rally Monday night.
THE FACTS: He’s exaggerating his influence on drug prices, which haven’t fallen for brand-name drugs, the area that worries consumers the most.
Most of the Trump administration’s “ambitious campaign” to reduce drug prices has yet to be completed. Major regulations are still in the works and legislation has yet to be passed by Congress. A rule requiring drug makers to disclose prices in TV ads has been blocked for now by the courts.

People are dying — or their quality of life is poor — because high drug prices are forcing seniors to go without life-saving medications. It’s time to end pharma’s drug price gouging. It’s time to stop forcing seniors to cut their pills in half or skip a dose. That’s why the National Committee urges the Senate to approve legislation that would allow Medicare to negotiate prescription drug prices.
According to AARP, the annual average cost of prescription drugs overall increased nearly 60% between 2012-2017, while Oregonians’ income increased only 14.8%. In 2017, nearly one quarter of the state’s residents rationed pills or skipped medications altogether. Oregon seniors who have suffered the consequences of soaring drug prices shared their stories at the Portland town hall.
About a quarter of Americans surveyed say they’ve had trouble paying for their prescription drugs, and a majority welcome government action to help cut the cost of medications.
A survey released Friday by the nonpartisan Kaiser Family Foundation finds that many people have skipped or rationed their prescription medications or have substituted cheaper over-the-counter drugs.
The result? Those who ration their meds are often sicker, the poll finds.
The responses also illustrate why prescription drug prices are such a big issue for the Trump administration and on Capitol Hill.
“We’ve heard a lot of stories about the high prices that millions of American patients pay, and struggle to pay, for their drugs every month,” Health and Human Services Secretary Alex Azar said in a speech to the Bipartisan Policy Center on Feb. 1.
Azar was touting one of a series of regulatory proposals that he says will bring down prescription drug prices for consumers.

The National Committee supports allowing the Medicare program to negotiate directly for drugs and to provide the program with meaningful tools to encourage manufacturers to price products fairly. We also have supported proposals to use inflation caps in Medicare.
The National Committee also supports policies that would lower drug costs for all drugs, not just those used by Medicare beneficiaries. We urge Congress to enact reforms that would reduce expansive patent and regulatory marketing monopolies to allow generic drug competitors to come to market sooner and drive down drug costs.
