Michigan Consumers for Health Care, a nonprofit group, has enrolled thousands of people in health insurance under the Affordable Care Act and was honored last year as one of the nation’s top performers — a “super navigator” that would serve as a mentor to enrollment counselors in other states.

So the group was stunned to learn from the Trump administration that its funds for assisting consumers ahead of the open enrollment period that begins Nov. 1 would be cut by 89 percent, to $129,900, from $1.2 million.

Analysis of the CBO's Estimate of the AHCA/Trumpcare

The AHCA would benefit wealthy households and insurance and drug companies at the expense of low and moderate-income individuals who would be harmed by radical cuts to Medicaid and much reduced premium tax credits to purchase health care in the Affordable Care Act’s marketplaces.

According to CBO/JCT projections, over the next decade, 23 million people will lose health insurance under the proposed legislation compared to current law. CBO/JCT project that losses will occur due to the proposal’s repeal of the Medicaid expansion, restructuring of the Medicaid program into per capita caps, changes to the Affordable Care Act’s (ACA) individual market reforms, and repeal of the individual mandate. Seniors and near retirees would make up the largest demographic group to lose health care coverage under the AHCA.

The House voted Thursday to approve a Republican-drafted measure that would eliminate many of the provisions of the Affordable Care Act — the first step toward keeping one of President Trump’s campaign pledges and a victory for GOP lawmakers who have long railed against Obamacare, as the ACA is commonly known…

…But we do know the bill would cut taxes imposed by the Affordable Care Act, and slash funding for Medicaid, which was expanded under the ACA, by more than $800 billion. It would also allow states to seek waivers for many of the patient protections in Obamacare, including those provisions intended to help people with pre-existing conditions.
