While it’s safe for Democrats to declare their opposition to privatization, the bolder step they need to make in this politically charged benefit-cuts environment is to demand that any Social Security conversation must address benefit adequacy as well as long-term solvency.

In fact, Republicans in Congress and the Trump administration in their budget plans have pocketed virtually all those savings — and sought even more reductions in Medicare spending on top of that. Trump proposed $350 billion in net Medicare cuts in his budget — and there were about $540 billion in Medicare cuts assumed in the House GOP budget plan.

Meanwhile, for years, House Republicans led by Speaker Paul D. Ryan (R-Wis.) have pushed for a significant overhaul of Medicare. Retirees would get from the government what Ryan called “premium support” — a set payment adjusted to inflation; they would have used that money to pick from a range of plans offered by insurance companies through what is termed a Medicare exchange. But the Congressional Budget Office raised significant questions about whether the premium payment would be adequate over time.

And Max Richtman, president of the National Committee to Preserve Social Security and Medicare, has warned that if Republicans maintain control of the Senate and House of Representatives after the November midterms, proposals to privatize Social Security—an incredibly bad idea—could very well be on the table.

3. Social Security, Medicare and Medicaid

Author/journalist Noam Chomsky, one of the great minds of the left, has described Nixon as “America’s last liberal president”—and when it came to Medicare, Medicaid and Social Security, Nixon clearly supported elements of President Franklin Delano Roosevelt’s New Deal and President Lyndon B. Johnson’s sequel, the Great Society.

In 1972, Nixon signed into law a bill that expanded Social Security and Medicare benefits, which was radically different from the Trump administration budget that, in February, called for dramatic cuts in those programs. Nixon had no interest in privatizing Social Security, Medicare or Medicaid, whereas Ryan would love to privatize those programs—and as Max Richtman, president of the National Committee to Preserve Social Security and Medicare, pointed out earlier this year, “Privatization is not a plan to save Social Security; it is a plan to dismantle Social Security.”
